Childcare is desperately needed across Colorado, yet it remains one of the most underfunded
and fragile sectors in our economy. The traditional business model simply doesn't work—
operating costs consistently outweigh revenue, making childcare facilities too risky for most
conventional lenders.
CEF is collaborating with community partners like EPIC and Gary Community Ventures to
create a scalable financing solution specifically for childcare providers. This innovative
approach includes loan backstop guarantees that reduce risk for mission-driven lenders,
revolving loan funds that recycle capital to new borrowers, and strategies to reduce the overall
cost of loan capital.
Meet Allison Bell, Owner of Little Things Childcare
Allison Bell embodies exactly why this new approach matters. With over 12 years of childcare
experience, she had the expertise and passion to run her own facility. When the opportunity
arose to purchase an existing center in Cañon City, however, she didn't believe it was possible—
her credit history and lack of collateral made traditional financing out of reach.

Everything changed when Allison connected
with CEF. She secured a flexible, long-term
loan that made the numbers work. With this
financing, Allison purchased the commercial
real estate and made critical improvements,
including adding an infant room. Today, Little
Things Childcare serves 36 children.
But the loan was only part of the solution. Allison was paired with a CEF Business
Navigator who provided coaching on business management, personnel challenges,
and navigating licensing and building code requirements. "I would not have been
successful if I had gone through a regular loan with a bank," Allison reflects.
Allison is realistic about her business economics. "I know I won't get rich, but I can
make a living, pay the loan, and provide for others—which is very important to me."
She's already planning to expand evening childcare services for Cañon City families
who work night shifts at the Department of Corrections.
